These days, you even have access to an Ubuntu sub-system in Windows itself. There are lots of guides out there on how to set up and run Ubuntu in VirtualBox on a Windows host.

An Ubuntu 18.04 guest OS virtual machine running on a Windows 10 host can connect to a Velodyne VLP-16 LiDAR sensor and process the sensor's data and positioning packets.
